Wayne is the Co-Chair of the Real & Personal Property Tax Law Section of Neill,
Terrill & Embree.
Professional Affiliations and Background:
Wayne was involved in the private practice of law before becoming the Vice-President
and General Counsel of a publicly held nationwide discount department store retailer.
He was the Assessor of Jackson County, Missouri from 1975 through 1979. In 1981,
he founded Tenenbaum & Associates, Inc., a property tax consulting firm. That firm
was considered to be one of the leaders in its field and had offices in 14 cities. It was
sold to Ernst & Young, LLP in 1995, and Wayne then returned to the private practice
of law. Wayne has done extensive speaking, teaching and writing in the assessment
and appraisal fields over the last twenty-five years and continues those activities. He
has served in numerous volunteer capacities for the IPT and IAAO and currently
serves IAAO in a number of capacities including chairman of the legal committee in
2009. He is licensed to practice law in the State of Missouri.
